Beast mode should be stackable. If you get it twice within a few seconds, it only resets the time instead of adding it to what you have already. This can make you feel like you're unlucky, since your luck went towards a ~2 second beast mode instead of getting a whole beast mode.

The potion effect that comes with it already stacks, so I'm not sure if it was intended to be like that to begin with.

The refresh really makes sense

It gives you haste for the duration of the beast mode, and if you get any extra beast modes during it, it adds the time to the haste instead of resetting it
