The thing with Wanda is she has a reaaaaally low skill floor, so they try and compensate for that by making you really work to make her viable
However, that idea falls apart when they make other low skill floor heroes decently strong, like Squirrel Girl, and Cloak and Dagger
(You could probably consider Jeff and Rocket too, but those players have learned how to optimize their gameplay at decently high levels of play)
In theory, easy hero that requires team effort to stay good later on is great balance- but you do have to stick by that decision

I know everyone HATES Bucky, however I actually really love the mechanics of his ult. You can wipe us, and then keep wiping us again when we come back if we stagger hard enough- but you have to actively work to get those kills, it requires using your brain to plan out who to go for in a limited time, and we CAN counter it if we pay attention well.
A good Bucky can chase us down to the spawn door, or if we’re smart, we can focus resources on keeping whoever he targets alive, and make him useless

I don't think Bucky ult has been too big of a problem since the early days, sort of like Jeff ult. People still complain when someone gets a huge one, but otherwise it's pretty easily countered and not usually that big of a deal

It’s just got so much player interaction baked into it, I can make my Bucky’s job so much easier by stunning, or helping focus fire, or pulling in his target if they try and flee- or I can disrupt healers and stop them from helping, or whatever. And I can do my job protecting his targets if he’s against me.
