My villagers can not collect water from food storage while there is plenty of water and food storage has worked all along but suddenly it stopped. I have not even reached the building limit. I have to put buckets of water in their house constantly. The houses are all over the map so this is a big problem.
The food storage is not too far from the houses as some of them are very close by and they also can't collect the water.
Again, it has worked until now.

As this issue can/will have a big impact on your game (you have to put buckets of water in all house chests) could you provide a screenshot of your Management tab with the "Water Items" dropdown in "People's Demand Control" visible plz? (exactly like my attached screenshot)
This will help the devs narrow down the issue here alot

I have found the problem. Stolen bucket of water!
When a stolen bucket of water has no more water left it stops villagers from using any buckets in that same storage. You can also not refill the empty stolen water bucket because the game sees it as a bucket of water and not a empty bucket even tho it does say 0/10 water.
If I remove it villagers can use water and if I put it back the same problem appears.
