You are not allowed to make a persona from a song made with studio. You shouldn't have been able to do it the 1st time, but maybe they missed that option of adding vocal audio in studio directly.

Depends on the version, I've had varying success in accent selection on the style tags, but have found that I can further guide the accent using certain character sets. Though some styles get pretty deeply baked into gens
