#I cancelled my subscription but I can't create a new one. Why?

Sounds like you have set your Creator plan to cancel but you are still on the Creator plan since the cancellation doesn't take effect until the end of your monthly billing cycle. If your monthly needs are between Creator and Pro then this is what Usage Based Billing is meant for. You can enable that on the subscription page if you click Manage subscription. Then look for Enable usage based billing.
The alternative is to create a new account under a different e-mail and subscribe to the Starter plan on the new account. But if you are relying on voices you generated with Voice Design on your existing account you wouldn't be able to use those on the new account.

If it doesn't let you toggle on usage based billing because you have a cancellation pending, then yes resuming subscription should allow you to then toggle it on. Just remember to cancel again before the end of the month if you didn't expect to need ElevenLabs beyond the end of the current monthly cycle.
Multiple paid accounts are allowed.
I resumed the subscription, and enabled the usage-based billing. So if I use what I need today (for example) and then cancel tomorrow, it will just charged me for the extra. Is that correct?
