I don't understand, I am not able to access the link you shared. It says "video not rated" so I assume it's blocked unless you've signed in and allowed "unrated" videos but I don't know much about Vimeo...
As I shared screenshot that load the url in incognito window, it is available to play without logging in

I've asked if anyone else has experienced this and if they have any idea.
But essentially there is no "video" on vimeo so there is nothing for the server to find. They use a different tech so it's hard for people to download videos from their site.
So what is the solution? But I saw there is option to dub from vimeo in dubbing studio

Unfortunately there is no update on this. You can submit a support ticket though the website and they'll look at it when they can. In the meantime maybe you can find other options for getting the video you need and uploading it to the site manually..
