Is there a limit to generating text to speech with the API?
For example, it can only be 10k or is there no limit?

Each generation consumes characters from your monthly character quota. No difference in this regard when using the API compared to the website. When your monthly quota is used up you won't be able to generate further unless you upgrade your plan or, if on Creator of higher plans, enable usage based billing to pay as you go beyong the monthly limit.
The input limit for each generation is 2500 characters for the free plan and 5000 for all paid plans.

No, the quota is deducted from the account, from the same pool of quota, as if you were to use the website. If you buy the starter plan, you get 30,000 characters and you can use those either via the website or via the API - there is no difference, but quota will be deducted from that same pool.
