Are you the owner and have you already contacted the support?
If you are unable to restart the server by urself, at least that is what it looks like, than the support need to take action here and try to restart the server with their tools. 🙂

my brother pays for the server I am admin on it. I have a ticket in and basically got told to wait.

Ist your brother able to contact the support? He should make clear that if there is nothing done very soon, you lose your stuff. As far as I know the support they will act then but I can't promise anything tbh.
