Hello Idk if this is a server issue or a game issue but I would submit a ticket but if you already have one open please just reply to that one and put NEW ISSUE and tell what is happening and what you did and copy and past any Error msgs to them.
I would also submit one to Funcom and see if its a game but and tell them all the info you did to gportal.
