my problem is it wont let me access the console to be able to make myself owner of serv to be able to play without it online or rcon which idk what rcon even is and it wont let me get into the serv console when the server is online it just stays at starting

Yeah you won't be able to until that's done. That's on purpose, though. If you mess with settings before all files are loaded, you can mess it up. Sometimes, this will happen though. It's the down side to that.
There's one last ditch effort you can try, but wait for a bit first...

You can delete the server and make a new one. I say this is a last ditch effort because if it happens again, you'll have to start all over with support. It's possible you can use the same, ticket, but not sure. Just throwing that out there. It's also not a guarantee that you won't end up on the same machine anyways.

Hover over your server and click the trash can. But, give it another 30 minutes. It changed so something might be happening.

Screw Microsoft. I probably shouldn't say that, but there it is. lol
Since it's a fully crossplay game, buy a Playstation server. Ps servers you can buy directly through GPortal so you have 100% full access unlike an Xbox server.
And since it's full crossplay, you can fully control it exactly the same way with more options, like deleting.

When you get an xbox server, Microsoft is giving you a server and putting you on to have access.
When you get a playstation server, it's direct from the site and fully owned by you.
Microsoft wants you to pay THEM for the server.
So now we are down to 2 options. lol

Either request a refund from Microsoft for the one you got and get a new one that is ps, or wait and hopefully support can get your server fixed.
