I can access the dashboard and start the server but nobody can join it, it keeps saying the server is offline when it's not.

thats a weird glitch rn you will have to restart you server using verious methods like verify game files while its running or doing a full wipe while its running or just turning it off and back on mannualy
your server will work eventually if u have the time to mess with it
