I'll give an overview...
His original issue was he couldn't order a server from the site, but it's because he's trying to order with xbox wallet.
So, I told him to do that he would need to order from microsoft.
He said he can't because he can't log in. Wrong password.
I'm not sure the steps to take to get this worked out through microsoft. I did recommend trying to reset his password.

so you could always if you forgot your password you can click “Reset your password” when your trying to log into your microsoft account

i’m it did that for me when i first bought it lol you need a back up payment source so you would just put like an empty visa on it
cause microsoft has you put a secondary payment source
but don’t worry you can pay full with the microsoft wallet
