The 10/10 is not an indicator of how many are on your server. That means 10 slots that you purchased are being used on your server.
As for the error loading server message, you'll need GPortal support for that. If you have not made a ticket for it already, go ahead and do that.
If you have made a ticket for it, don't make a new one.

So you purchased 10 slots. You allocated those 10 slots to that server.
That's all that means.
