Not a bug but devs made it so where you can continue before you completed the game.
Before it was resetting the entire game save after you completed a plan. If you really don't like this feature just start a new game save.
As before every time you completed the plan the game would delete the game save and you would have to start a new game every time. Now you can continue where you left off before you had completed a plan.
This was listed in one of the patch notes from the previous update.
Maybe read the patch notes before assuming it was a bug?

People were probably asking for this or complaining about losing their saves because they didn't know it would delete the entire game save once you completed a plan.
Just start a new game if you're so use to the original version of the game.
Devs have been making changes each update so nothing is permanent.

I'm not sure why people would still want access to a game file they have finished? I dunno, Ill see if i can delete the bug rep then

Because they didn't know or want to continue playing to do the other plans.
