While I can't be certain, I don't think most people even read them, they just click so they can get back to using the service. I understand the intention, but I think in practice it just creates an extra hastle for everyone.

Maybe as a compromise, only require reactions for messages specifically changing the way people have to use bots? Like if there's an API change or you need a new address.
