I'm just commenting here on the video you provided but the attacker in this instance phases through you not the ball.
At 0:05 the players foot moves through the defender and the ball has not reached either of the players.
The best solution here would be for the volley to not be allowed in this instance since the attacker's leg/foot has to pass through the other player.
Though if the jump were slightly later I do not know how the game would handle the priority.
In fact the defender passes through not only the attacker but also the goalkeeper, so there seems to be an issue with the collision box between players when they are not in contact with the ground

yeah now that you mentioned, players phasing through each other is the real problem here.
Yeah the volley meta is unfortunately still here. I've counted so many times where I was clearly closer the ball and already almost finished with the animation and it gets intercepted by an attacker. And when I am an attacker I win volleys that I have no business winning whatsoever.
Every match is just a coin toss with everyone trying to abuse easy goals.
Priority is still a complete mess.

I think part of the issue is because of the time delay between pressing for a volley and performing the volley.
The animation shown in the above example shows the attacker was already performing the volley animation well before the defender was in the way.
While the jump animation is a shorter time delay overall.
Physically though the collision between the attacker’s leg and the defender should have prevented the volley from being performed.
The hardest part of this is the server lag, if the server receives the volley command well in advance it would likely be processing the action before any other counter action is being processed by the server.
that's how It should work in my opinion
The volley action animation should be cancelled if there is an obstacle in the way of the attacker’s leg movement.
Similarly to how if someone is slide tackling the player’s body should block not only ball movement but the leg movement from happening if the attacker tries to kick.
Though there may need to be appropriate rules for tackling to ensure that you aim for the ball not the leg (this depends on whether you want fouls and a ref to be a part of the game)
