Add a referee

I think this would improve the game alot. It would force players to think before they slide tackle someone to the moon. And it would give a chance to add free kicks. This doesnt need to go into the actual game. But i think adding a extra game mode with a ref and actual football rules might be intresting

A referee would imply that it will be fouls, faults, penalties and off-sides
