The main issue with rocket spam is not heli rocket spam but rather rpg spam.
CAS helis are not very easy to aquire, you need to be captain, most of the time, having a BRDM/LAV around a point targeted by a CAS Heli allows to take him down.
Most people don't quite know how to handle CAS Heli, they are quite easy to take down.
Moreover, I don't think a general limit would be great, but maybe limiting for each vehicle spawn point would be better. Saying 2 transport and 1 cas heli can be spawned on helipads. Kind of the same way with AIs.
Maybe if you want to prevent some spamming, you could suggest increasing the cost of each rocket to around 100 supplies.

Reason why we have so much gunship spam is that certain bases have regenerating supply depos close to the base essentially giving infinite supply to spawn vehicles. This feature should be removed. If you want an asset, then work for it.
It is literally only reason why we see so many helos in the sky. If that feature is removed then half of the “pilots” wouldn’t even bother with supply running and go as infantry or use something else

I'm curious to get the source of it, i've seen discussion of people willing this (they didn't thought it was plannned)

Slow maybe not but more costly yes
Higher cost would make them pretty much unusable if you don’t have dedicated supply runners (what US usually don’t have). It would be better if you need to reload rockets hand by hand (carry slot). This would make extra crew like mg gunners and copilot more useful on helos since they could help to load rockets.
Currently loding rockets is too arcady like, just hold the button and rockets will appear magically in the tubes
