I'm going to thread this to make it a little easier to follow.
Lets take this example; A grid of squares and circles; That are in alternate positions on the Atlas.
Offsetting it in the material editor, the values provided translate perfectly to what is support to be displayed.

Once we pull it into the world editor; The first example is shown as you would expect
However if we adjust the U offset to 0.5; In the material editor we get the expected result , while in the world editor and at runtime, we get the result in the second image.
Using full values for either U,V the resulting part of the atlas isn't displayed at all in world.
Basically anything over exactly 0.525 results in it not rendering.
I've been scratching my head about this for the last couple of days.
I've opened a feedback ticket anyway just in case.
