Btw another factor in this is the difference between how much time is reasonable to put into an asset
Could the BI devs put 1000 hours (over the top) into just one gun? Sure, but they have 50 other guns that need to be created as well within a given timeframe/other restriction to remain viable from a cost standpoint
For a modder those commercial restrictions are usually a lot more relaxed since they're (most likely) releasing their content for free rather than living off of the income from that content
so its not just 'bi devs mid, modders better', there's a lot of outside influence that determines how much of their potential an artish can use when creating game assets

They also have at least more than one 3D artist. I'm doing assets for my project myself lol
