usually when workers are juggling tools like this, it is because they are unable to path to their target destination.
We put in some checks for that stuff recently, so it might be something else this time.

Aha, interesting! I try to make my "rivers" at most two cells thick so they have paths on either side but I might have storage units blocking some areas

Just take a look over the industry and make sure there aren't any weird spots - but it's likely there's something else going on.
