Today we organized a battle against the pirate guild to recover the reputation we lost due to harassment in PvP. However, a large number of seemingly neutral players from outside the pirate guild joined the pirates and attacked us. Some rammed us with small boats or threw explosives, while others used larger ships. Sinking them incurs reputation penalties, resulting in many of our members not only failing to recover reputation after the battle but actually losing even more. Regardless of the appropriateness of this cross-faction cooperation, it's clear that the unconditional protection mechanism has led to rampant sabotage, with some even taking pleasure in it. They ram us, kill themselves, and then we lose reputation – it's utterly unreasonable.

I'm not sure what you meant by "organized". Did your guild setup a battle with the pirate guild ?
I was watching the battle I saw your guild fighting against SKT (a pirate guild) around St Jean port. SKT is well known for using neutral flotilla named SKt for screening their main guild during PvP.
Basically the goal of their neutral flotilla is to make you lose reputation, put you in ambiguous reputation situation, cut your sails, ram you.
This type of behavior is very hard to prevent or fix without removing the reputation system completely. Right now if you really care about reputation the only way to counter this behavior is to gain reputation by running tavern missions and such.
it's not hard. It's a normal pvp system like in any mmo.
- war system. You can declare temporary war against guilds and flotilla, during war there is no rep lost.
- "PK/PvP system" (close to Lineage 2), If player 1 attacks player 2, player 1 goes purple, if players 2 defend himself both are purple. If player 1 sink player 2 while player 2 is still white player 1 lost reputation.

another idea would be Flotilla's with low enough Rep. would get attacked by each port patrol like a pirate and almost every enemy is an enemy . We MOST DEF need a "War System" where it's more clear on which guilld is fighting what guild! The Double Guild thing is OP when other players are finding a learning curve to the game.. the rep system doesn't work FAST enough..
it's slow to lose the rep but kinda fast to earn it back through ALL the tavern missions..def could use some more LOVE! (another thing) would be cool if Pirates could ONLY do Contraband missions and make MORE of those type of quest making rep systems more of a grind by how much is earned!!! Lower rep low progress..
