ChatGPT always required internet to work, the processing is on the server side.
I know there are some chatbots that can be run locally, there was a guy that made one for iOS.

"internet access" in this context refers to something different entirely
meaning ChatGPT's ability to browse the web on its own, and pull information for you
it doesn't have anything to do with whether you have an internet connection or not (you must always have it regardless of what ChatGPT features you're using)
Right, that is what I was inclined to think happened. The computing power seems to obviously need a large amount of hardware but ChatGPT "hallucinated" and told me it was all done on the phone.

OpenAI doesn't give its AI models any information about their own capabilities and limitations
they just only know enough so they can answer, when you ask it "what are you?"
but you'll always want to refer to official OpenAI releases for specs
It seems to pretend that it doesn't have internet access as a defense to users asking about its privacy policy. It's a pain since it keeps pretending to be offline for a long while afterwards even in new conversations.
