When using PKHeX for a Genlocke, indeed you can transfer your six Hall of Famers from Gen 1 (Red) to Crystal. To devolve them to their base forms as Level 5, you can simply change their species and levels manually.
Regarding their stats and movesets:

Stats: When you devolve them, their stats will be recalculated based on their base forms' stat growth at Level 5. If you lower their level using PKHeX, their stats will automatically be adjusted based on the new level.

Movesets: When devolving, the moves they already have might not be compatible with their new base forms. After devolving your Pokémon and adjusting their stats and moves, you can continue your Genlocke using your transferred team in Crystal. Remember to follow the general Nuzlocke rules to maintain the spirit and challenge of the playthrough.
