By that I mean if the max was 60 requests per hour (not saying it is), then the timer doesn't reset 1 hour from request #1, but instead you gain 1 additional request back to your quota of 60 every 10 minutes

I've hit the rate limit, waited a few minutes, was able to send one or two more messages and then hit the rate limit again

So depending on how much you're trying to query, you could wait less than an hour to get it usable again, or just wait a full hour to get your full rate back again

They're trying to massively scale this system while it's also getting hit with increasing amounts of traffic

To say that this is a REALLY HARD engineering problem is to seriously undersell the scope of it

When there is an update they will make an announcement in their official Discord. It is highly reccomended you maintain your own backups of important chat logs.

I'm not sure I'm about to ask this question correctly so bear with me:
I've GPT prompts that say something like "You will manage this" for like DnD Campaigns and what not. Like "You will manage the inventory". But is it actually managing anything in a memory kind of sense or is it just going through the chat history efficiently and see you once had a item and you lost it the last time anything was said?

ChatGPT doesn't have memory or understanding in any traditional sense. Fundamentally it is a very complicated autocomplete, it predicts the next word based on the words before it. The "memory" it appears to have is based on the previous input/output of the conversion, and is limited in size. It can only hold around 4,000 tokens per thread

Or is there a quality paid chatbot option? Most of the GPT-3 tools that exist are not as intuitive as the chatbot. I like the continued conversation aspect of ChatGPT more than the Topic Specific Tools for different usecases

Assuming you have some programming knowledge, there are lots of tutorials on interacting with the GPT-3 API

You can't run it offline because it requires hundreds of gigabytes of VRAM to run the model. You can however pay OpenAI for API access and interact with it using your own custom solution

There is an approximate word count limit. One way to get more continuation is to simply ask for it, "Continue the X from above", "Complete the X from above"

The output (and total thread) is limited by tokens. If you use the GPT-3 API instead of ChatGPT you cna configure the maximum length

It's a language learning model, it has no obligation to return only true answers. You can go to https://beta.openai.com/playground and try the text davinci model yourself it definitely can make up information lol, it doesn't have the same restrictions as chatgpt. Nope, the GitHub projects are fooling you there's no ChatGPT api, it's always text davinci and the functional ones don't last a day because openai is great at detecting that. Smartphone users don't like going to the website, so they go for chatgpt apps/telegram bots for better user interface, but there's no ChatGPT app or bot, so they get sold the watered down version

It is a regional outage. I am in a different region and am able to access it without issue. Other users are using VPN's to connect to less populated regions and are able to access it
