we can because that's how it works. You don't distill same size model into same size it makes no sense. It is 4.1 but it's updated more frequently with slightly different finetuning on top. It also received incremental updates from the true gpt4o until it became what it is while API versions had a longish pause before catching up. So I suppose they decided to just leave the name as is, considering it was already updated when the API version dropped

they pretrained new base model and released it as chatgpt-latest under gpt4o. Then 2 weeks or so later they did the same for API under gpt4.1 name. Same performing model even if not exactly the same (different finetuning)

for web they want it to be able to work well with all of their native tools + custom gpts, so even just for that it makes sense to have a different model tbh
