Not really, they have to curate fresh training data to give them the model they want, and the models simply can't learn and develop like a human mind can. The model would tend to drift and start working worse and worse over time if you tried to make it self-improving. The process of building a model isn't as simple as just giving it a comparatively tiny bit of new information either. Very little about them works like a human brain does.

Also, this has nothing to do with OAI restrictions. AI models can talk at great length about how generative AI works. They lack metacognition, though, and don't have any direct insight into how their own models are functioning in real time. Humans also know very little about our own cognition and make up / hallucinate a lot as well, interestingly enough

Unitl memory issue is fixed you might want to keep deleting chat history. Say for every new task your working on start up with your preferences in prompt have it remember to save and lock in to its manifest. Also while telling the AI to generate images, you may be clear as possible, you might not get desired results if you confuse the AI. And it might keep hallucinating at calling the image generation tool.
A perfect prompt would be:
