Hi, @wanton slate - Did this show up after you removed the alter or is this part of your build that wasn't reset when you removed it?
This is part of my build that wasn’t reset when I removed the alter. Those were wall blocks that ended up straddling the new altar boundary when I deleted the old altar. I was able to delete the bottom part (up to the new boundary) of the wall but the top part is undeletable. I can pickaxe it away but it will take a while.
It does not reset when the world resets. I even restarted my server to test that.

So this stuff was placed outside the boundary somehow the first time?
No it was placed within a boundary. When I removed an alter, the boundary was lowered. The new boundary was right in the middle of this set of walls.
Okay just wanted to clarify that.
I know there is a little bit of a give on the boundary with changes sometimes, which can be seen usually with terrain changes, and it could just be within that range but I am checking with some server people just to be sure this isn't a known issue with them.
