I cannot promise a quick fix, unfortunately. You could try deleting the files on
...\Steam\steamapps\shadercache\1203620\fozpipelinesv6 to see if it helps, but it is no guarantee.

Might be worth it to clear the entire shader cache to see if that helps. It might take a bit for the game to reload after doing it. If that doesn't work maybe toggling shader precaching to whatever setting it currently isn't on.
Might not work, but I know how frustraiting these issues can be.

Just to be sure, you deleted the entire contents of that folder and also toggled the shader precaching?
I deleted everything, removed caching. I restarted the computer and turned on caching. and the same thing
you started the game with the caching off though?
I didn't run the game without caching
It's a longshot, but worth a try.
Actually, I wanna check one more thing - You said your Steam and the game are both on the same SSD. Is that also the SSD that your windows is located on?
Yeah - go ahead and turn shadercaching off in steam and delete that folder again and check to see if it fixes the issue.
Or if you prefer to keep it on - you can delete the files in that folder Kall gave you (again)
also delete the files located in this folder: "C:\Program Files (x86)\Steam\steamapps\shadercache\1203620" -
And it also might be good to clear the cache in your GPU too -> Nvidia Control Panel > Manage 3D settings > Clear Shader Cache.
Then start up the game.
This will make sure that is there are any corrupt shaders on your system inside one of the caches is gone, and makes sure a brand new one is downloaded.
Keep in mind that doing this will cause a longer load time when you first start up the game that first time.
