No, I have had it happen as the only person on the server, takes much longer to occur. Occurs relatively quickly after a second player joins after me.
Quickly as in within 30 mins, usually faster when a second player joins.
As the only player on the server it can take a while, in terms of an hour or two.
are you the host in this case, or is the host a dedicated server somewhere?

how far away is it from you? another country or somewhat close-ish?
If you pause the game with ESC and check the bottom left corner, how's the connection?
I live in Pennsylvania and the server is hosted in NYC. I have a friend playing with us from Seattle Washington who does not encounter the issue.
So if is it network latency, that would place the problem on my network connection not the hosting.
Terminal screenshot is my ping to the server IP.
If my geography is still on point, Seattle is like on the other side of the country, right?

Correct, with multiple, so far 3 people, on the server I am the only person to experience the problem. We all have different GPUs. I am geographically closest to NYC of the three of us.

And do you play with a specific preset already chosen, or have you tweaked your graphic settings?
Its a 4070 running the most recent nVidia driver rev 566.03
I have toggled each setting under display individually to see if anything corrects it and nothing does.
V-Sync on or off? If off, at which FPS does it usually remain?
Current settings and I have a hard 60 FPS cap on my GPU

Under these settings the initial screen shot for certain happened. I have made no adjustments since then.
I apologize for the many questions, but the intent is to replicate the environment as faithfully as possible so we can hopefully have the same chances of it happening to us -

Oh I do not mind. I get it. The ability to set the environment exactly the same is needed. I would rather help solve the issue than anything else. I am in a similar line of work

It can happen to player or NPC. There is no specific action or event that I can associate it to. I know that the problem manifests more quickly if I am on the server and then a subsequent player joins.
Its also always the dangling items of clothing such as capes, bandages, leather wizard coat. It does not matter what I am wearing nor does it manifest on my clothing, only others.
This does not occur on enemy mobs.

One other detail. This did not happen until this most recent major release. We've played a lot but did take a break in September and none of my friends on the server (four of us total) can ever recall me mentioning the issue prior to Souls of the Frozen Frontier. It has occurred both prior to and after today's smaller patch but only since Update 4 dropped.
I bit more info, so my GF and I were getting the cape stretching on a friends hosted game last night, now today only she is getting it on my hosted game. we have identical PC's/OS.
My friend got it last night as well, 3060Ti
More info here. Its for sure not the server. We changed hosts this weekend and I am still getting it on a new dedicated server.
One more piece of info, issue is only affecting nVidia GPUs within my group. AMD does not see the problem.
