Is there a way to fill in the gap there between soil and slab? No matter what I do, I can't rake close enough, I can't just put a dirt block down because it refuses to butt up against the slab. And my NPCs somehow fall into those tiny gaps all over the place.

not that I'm aware, but you could use props to fill the gaps
you'd have to lower the terrain so it sits just beneath it to get rid of the gap. Terrain doesnt fully go up to building materials, theres always a gap

I use these usually for such transitions:

put them at an angle and lower it into the ground. You can barely see it but it closes the gap
and these tend to blend in really well
