A proper base for conquering a world normally either floats or is underground to show how deeply connected the very next tyrant is to his people. Or that he always cares and watches them. Anyway, from how deep underground biome we talk about.
I've got basements that would be stuck halfway in the air if not proper undergroundier.

Before my 4 year old Lenovo Legion laptop died it ran the game great, that was with the 5900HX and RTX 3080, with newer laptops I'd say target an RTX 5070, or a 4070 if you're looking at a slightly older laptop.
