100 grit makes big ugly gouges that just cant buff out ever right? and 1000 over 100 just means dull metal over big ugly gouges, so you take 600, smooth out the big ugly gouges, 800 evens out all the 600 to a similar smooth baseline that all looks decent but still dull, then the 1000 actually has a fighting chance at working down to the tiny gouges of 800, thus its all uniformly is a reasonable smooth dull, then the buffing compound brings that up to a reasonable smooth shine
