2.-1300$ is pretty expensive and by the time you get good at drawing there could be a new better tablet for the same price or maybe lower

3.-you don't really need to learn painting/coloring in traditional to be good in digital so you'll only need to learn everything else but that

i'd recommend learning rendering in digital because it's pretty different

you can also start the transition to digital once you reach basic-intermediate level
