the game may still think you have a crossbow which is why it won't let you obtain another one. It sounds like your save is glitched, I don't personally know any way to fix that unfortunately.

boot up the game, hire a mercenary, go to the mercenary tab, and click on the mercenary. it'll give you like three options : pay, assign, and a box that says "use as player two". just check that box on then check it off and it should be fixed
