I found that turning npc damage to minimum is a good way to go practice it, the willies stay full of energy

it's up to taste, I feel like with high dmg slashing weapons are really strong and with minimum damage stabbing weapons are really strong. a good stab from the pitchfork still one-shots with minimum damage

Swinging slower can help, since the blade won't go full horizontal as quickly if you're doing it from the same side, or swinging diagonally on opposite sides since you have an arc that covers more of you
But I mean also just experience tbh

my advice is dont even try and parry or block him, work purely with dodging and trying to find a opening. my go-to gap is when he raises his arms above his head, if you time it right and dive in towards him at that moment, you get underneath his arms and he cant actually lower them, thus is unable to drop the sword on you

Little bit of separate systems, Physics esp collisions aren’t tied to FPS because games calculate them in a separate physics loop that runs at a fixed rate. Collisions are checked at consistent time steps (like 60 or 120 times per second might be even more since half sword is fully physically simulated at all times) not every time a frame is drawn, so gravity and impacts behave the same no matter how fast or slow the game is rendering.

i'm primarily talking movement physics
at the extremes (dashing and spin kicking) the jump from 60 to anything higher is substantial in the way your weapon and character moves

Tbh as game changing the way half sword is made the physics system needs optimizing - which they are probably doing hence the delay, cause atm or honestly all builds have issues optimizing the physics system FPS aside
