Its actually easy to counter with spear or longsword. Willie usually keeps it on a low guard so just push down on it with your weapon ontill you get close and then its up to your imagination.

I think a reason for it being so OP is that the game freaks out a tiny bit when you hit someone with it because it punctures willie in many spots or smth.
And the game deals dmg to the part that is hit with every single hit from the infividual spikes.
