They were retinue soldiery, and expected to maintain their own equipment and animals, alongside their household and other obligations.

Pretty much. But I think the arguement is that they could afford a full harness. I believe they could. But chose not to have it. Even the maintenance on it is rather involved and expensive. This wasn't modern stainless steel. Keeping rust/oxidation away was a definite concern, as was actually putting the armor on itself.
