I would definitely suggest a desktop if it's within budget.
But it looks okay I guess, I don't know much about Intel CPUs.
I would also check the motherboard specs because prebuilts tend to cheap out somewhere, my first desktop was a prebuilt and the motherboard throttled all my hardware.

I got my latest desktop from a custom build maker who's very knowledgeable if you want a link, they charge around 10% for parts total and a bit of labor iirc. So not too terrible of a rate.
