Lower your blood slider, and your graphics. Keep it at dx11, dx12 runs in RTX and is very cpu intensive

Verify integrity of game files.
You can indeed try dx12, though it causes crashes/memory leaks for majority of people, there are a rare few that use dx12. Mcwonder for example, the community manager, can ONLY run on dx12 as dx11 crashes his game
