I'm struggling to get a longsword to swing right to left at about shoulder height

it keeps like, going almost vertical to a 60-70 degree angle up instead of fanning out over the horizon

so it's like.. a short swing where the arms go out, but the sword is basically just pointing up at the sky and doesn't give me any reach
