#LS 3.1.0.0 doesn't function at "Scale" pressed, crashes at "Unscale"

When "Scale"/hot key pressed, application will stay same as it's size / frame, leaving a space of taskbar.
When "Unscale", mouse cursor limited to the application size. Alt-Tab can release the cursor, and LS will exit(crash). There will be some LS icon left at minimized tray, and will gone as soon as I checked there.

environment:
Win 10 X64 22H2
Nvidia GeForce GTX 1050 Ti

setting tested:
default
Capture API > DXGI / WGC
Scaling > LS1 / FSR
Frame Generation > Off / LSFG 3.0 / 2.3

basically neither scale or FG works on LS 3.1.0.0
also tried reboot, update GPU driver
please tell me if there's more detail needed

I decided to go genius because I remember screen capture interfers LS, and there's 100 MB limit so the record's in a hurry, sorry

I rolled back to LS 2.12, it worked for me

scale youtube - not affect, crash when unscale
scale RE2 - no scale, black baackground, crash when unscale
LS in tray stays until checked, they stacks
keyboard sound marks the time I scale/unscale
