I play Helldivers 2 and set sync mode off, max frame latency to 1, and cap in-game fps to 30.

If you can maintain that 30 FPS without any issues at native, then leave Scaling off entirely and just run HD2 at 1080p. I do Frame Generation LSFG3.0, X2 mode, 70% resolution scale. Are you using gsync/freesync?

I have freesync but it'll only work if fps is below refresh rate

Well yeah, but you want to be below refresh rate either way. VRR cap for a 60hz display is 57, so you'll want to be capping at 28

Typically you'd want to use something like RTSS to cap, rather than the in-game option
