LS can't be used to cap FPS.
LS doesn't touch the game. It only uses proprietary Windows capture APIs like DXGI and WGC. Essentially, it's the same thing as screen recording. It's virtually impossible for LS to result in a ban unless the app is blacklisted by the game's anticheat.
