Vsynk at 40hz but off is at 67hz never 60hz

Does LS have like a limiter to not use the whole gpu?

my tv is a 60hz but vsynk only locks at 40

from a 1050 ti to 750 ti and I just notice it does not use the whole gpu it only works when it is at 50% of gpu ussage
im not actually running any game on the computer so I would like to use it at 60hz that would mean 90% of gpu ussage

I can set it on performance but the gpu would be at 50% and I got so much raw power (edited)

just check out the game settings

if it doesn't help look how the driver settings look like

ok there is improvement but it takes a longer to activate FG and vsynk does not work, only when I switcvh it off it stays at 60hz

and multi display blocks fg or something
