That much fps drop only happened to me when i forgot to put borderless screen or have very high gpu usage. I do not think that cs 2 is gpu heavy though if you did not put settings to ultra
borderless or windowed
you can only use program in those two anyway
if you notice that your fps does not show up on the top left corner, you should think that something is wrong there.
