LS already downscales if you run the game in a higher resolution monitor and tell LS to output to a lower resolution monitor. I do that with my hdmi dummy dongle (1440p to my laptop's 1080p). You can choose any of the scaling types, I use bicubic cas because its very light. Also, use automatic scaling.
This configuration is for achieving super sampling antialiasing, it uses more gpu power (hence, less fps).

Doing this will not give you any fps, the game will still render at the higher resolution. You will in fact LOSE fps, because you're rendering at high resolution, then using gpu power to downscale it to lower resolution. This suggestion has no point if you want more fps, to get that, you must lower the GAME's resolution, that's the only way.

Sorry I'm still not quite following? Whats wrong with just reducing the resolution? If you want it in between the games resolution then use the Nvidia control panel to create custom resolutions.

But using fsr/dlss/xess upscaling would be much better quality wise.
