Seems you didn’t lock the game fps as required and also some driver settings interfering with LS like fast sync. FPS is real, but the frame pacing is broken so you feel it like low fps.

It was locked at 120 fps and i disabled all my driver settings but thank you

If your game can't even reach this 120 fps lock there is no point locking there
Try either lock game to 60 or game to 60 and LS to 120

ok let me try that
so i locked at 60, tried without framegen and got with ls1 aswell as with amd fsr and the nvidia upscaling 120 fps, after that i turned on framegen and got up to 200. it felt better but im still a little confused

Did you lock the game only?
Normally LS should output at your refresh rate no matter you have fg enabled or not. Just in case of fg there will be generated frames instead of duplicates. But if the game fps is low enough it may throttle LS frame rate. Could be the reason why you see 120 fps when not using fg.
As for the 200 for fg not sure, could be your gpu not able to handle generating so many frames
