lower your apoapsis to 80km, wait some time, and the point would be probably closer

Bottom line: you cannot rendezvous while on the same orbit, you have to be on different orbits so one craft is slower than the other. That orbital speed difference is key so that at some point in the future a hohmann transfer is feasible.
And it usually takes several orbits for 'the time to be right' for a transfer and rendezvous. If you look at the bottom left widget in maneuver node, there's + and - orange buttons to set the maneuver 'one orbit later'. That can help a lot to check how things are in the future.
But do start by changing one ship's orbit a bit to introduce the orbital speed difference.
