Sometimes this happens. Its not often, its rare, but the only fix I've found is closing the game and relaunching it which is annoying. Its not game breaking or anything its just a thing that happens and I'm not sure what's triggering it, what its causing if its a stock glitch or a mod glitch.
So if anyone knows what's going on here I'd love to know.

it's a UI bug. Pressing 1 or 2 will get rid of it no need to restart

that's odd, try getting a kerbal out, switching to the kerbal, and doing it? it's a bug with eva construction. I know I have gotten it to dissapear
